The idea of working from home sounds great, but it takes a lot of effort to get started. There are several things to consider before deciding whether to go into business for yourself.
What are the available home business scheme?
According to the HDB website, there are two different types of home business opportunities open to you.
Home Office Scheme
Under the Home Office Scheme, you can operate small-scale offices or run the administrative functions of your business from your flat, with up to two non-resident employees, subject to the prevailing conditions of use.
All business activity must be administrative in nature. All other commercial activity must take place elsewhere, and no clients or customers may enter the apartment.
Here are examples of permitted home-based business activities:
- Accountancy services
- Architectural services
- Consultancy services (business, engineering, IT, management or education)
- Design/Advertising services
- Insurance/Financial planning services

Home-Based Business Scheme
Under the Home-Based Business Scheme, you may operate other forms of home-based business activities from your apartment, without any non-resident employee.
You may augment your income with small-scale home-based business activities without prior clearance from HDB.
Your apartment must continue to be used largely for residential purposes, and business operations must not disturb your neighbours. Otherwise, you are required to suspend activities or relocate to alternative locations, such as commercial units.
Here are examples of permitted home-based business activities:
- Food business such as baking on a small scale
- Hairdressing, facial and beauty (excluding massage), manicure, or pedicure services
- Private tuition for not more than three students at a time
- Sewing services
- Work as a freelance artist, journalist, photographer or writer
